West Virginia Department of Education Expectations - Reserve for Contingencies
To provide for unforeseen situations that may occur during the year, it is strongly recommended that all agencies budget at least 3% and preferably 5% of their total projected revenues as a reserve for contingencies under Program Function Code 76321, Object Code 842, Reserved for Contingencies. The Government Finance Officers' Association (GFOA) recommends a balance of at least 2 months of operating revenues or expenditures, which equates to approximately 16.7% of total projected revenues.
